Why do atheists use the logical fallacy known as circular reasoning?

if you can prove that miracles can't happen (which would be very hard with all the miracles that have been preformed in both biblical and modern times) circular reasoning wouldn't be a problem. but it's just using illogicality to prove the illogical. you can use circular reasoning to prove or disprove anything you want if you word the first two sentences correctly.
