Smaller dam near Grand Coulee dam, Washington state? Turbine display outside.?

I shot some photos of a big, red turbine that had been put on outdoor display. I found it while on the way to the Grand Coulee dam, somewhere near it. I can't find the name or location of the smaller dam and turbine. Ideas?
