Weight / leg problems?

Recently, my legs have become really flabby + fat. Im not one of these people that complain about their weight or anything.. Im quite happy with my own weight, it's just i used to be happy with my legs. I used to play 2 different sports with meant i had training 3 - 4 times a week. But because ive stopped to do show jumping, they've become really flabby and not nice at all. I know it's because of sports , but is there anyway i can make my legs smaller or tone them to make them firm without having to start up exercise again. As this whole process will start again.
